Abstract

In line with the UN80 Initiative, launched in early 2025 to promote the urgent modernisation of the United Nations system, substantial budget cuts were announced. As a result, several UN entities have reduced their staff and are considering further adjustments, which may affect a wide range of global programmes, including those addressing environmental issues. These reductions could weaken the UN’s capacity to implement the 2030 Agenda. Unless urgent measures are taken, the environmental Sustainable Development Goals may not be achieved. This article provides a concise, descriptive overview of the situation and proposes alternatives for strengthening links between international and local environmental action in support of achieving the relevant Goals.

Benjamín Madrigal Cruz, Investigador Independiente

Benjamín Madrigal Cruz es profesor universitario de cátedra e investigador independiente. Posee una licenciatura en Ingeniería Industrial por el Instituto Tecnológico de Monterrey, en Guadalajara, México. Además, tiene una Maestría en Ingeniería por la University of Toronto, en Canadá, y otra Maestría en Cooperación Internacional para el Desarrollo y Ayuda Humanitaria por la Universidad de Deusto, en España. Asimismo, tiene un Doctorado en Ciencias Sociales y Políticas por la Universidad Iberoamericana, en la Ciudad de México, México.

Su experiencia laboral reciente incluye el haber fungido desde 2025 y hasta agosto 2025, como Gerente de Servicios Corporativos para el exitoso proyecto de creación de la nueva Oficina Regional de América Latina y el Caribe (ALC) del Fondo Internacional para el Desarrollo de la Agricultura (FIDA), en Ciudad de Panamá, Panamá.

Previamente, trabajó en la Comisión Económica para América Latina y el Caribe de las Naciones Unidas (CEPAL), Sede Subregional en México, como Oficial de Administración, apoyando las áreas programáticas, desde 2016. Antes de eso, fue Oficial de Finanzas y Presupuesto, así como Oficial de Recursos Humanos de la misma CEPAL-México, desde 2013 y 2010, respectivamente.

Antes de estos 15 años en el Sistema de las Naciones Unidas, desde 1999, colaboró con diversas entidades del sector público y privado, incluyendo empresas multinacionales de servicios, operaciones y manufactura a nivel global, instituciones de educación superior y organizaciones de la sociedad civil, tanto a nivel nacional como internacional.

Habla con fluidez español, inglés y francés, y tiene conocimientos de italiano y alemán.
