Abstract

The objective of this chapter is to analyse governance practices linked to the development of economic activities that depend significantly on natural resources. To this end, a comparative analysis is carried out of governance processes in Trout Farming Units and the Unión de Ejidos Forestales Emiliano Zapata (UEFEZ) in Valle de Bravo and Amanalco, State of Mexico. This study combines documentary and field research, identifying the forms of governance employed by these actors in the management of the natural resources necessary for their economic activities. The comparative analysis made it possible to identify the most effective elements in the management and use of natural resources, highlighting those that support the design and implementation of public policies aimed at sustainable management. The findings show that self-managed practices, or those where the involvement of governmental actors is limited, tend to generate better results in terms of the management and use of natural resources. Finally, the conclusions stress the importance of strengthening the formal representation of self-managed groups through shared agreements with all governmental sectors. This must be based on principles of democracy and self-management, with the aim of achieving better results in environmental development projects.

Arturo Venancio-Flores, Universidad Autónoma del Estado de México

PhD in Social Sciences from El Colegio Mexiquense, A.C., with a postdoctoral fellowship at the Universidad Autónoma Metropolitana, Iztapalapa Unit (CONAHCyT). He is currently a Full-time Professor at the Faculty of Urban and Regional Planning of the Universidad Autónoma del Estado de México. He is a member of the National System of Researchers (SNI) and part of the Academic Body on Territorial and Environmental Studies. He has led research projects funded by CONAHCyT and UAEMéx, and has undertaken academic stays at various national and international institutions, including the Universidade Federal do ABC, the Universidade Federal do Rio de Janeiro, the Universidade de São Paulo, and the Universidad Autónoma Metropolitana, Xochimilco Unit. He is the author and editor of two books and has multiple publications in books and specialised journals, both national and international.

Edith Imelda Bernal González , Independent researcher

PhD in Water Sciences and MSc in Environmental Sciences from the Universidad Autónoma del Estado de México, where she also earned her BA in Geography and Land Use Planning. Her professional career includes collaboration on national and international projects focused on territorial studies, techno-social networks, local economic development policies, and social innovation. She has published in specialised books and prestigious international journals.

Klaus Frey, Universidade Federal do ABC

Research Professor at the Centre for Engineering, Modelling and Applied Social Sciences of the Federal University of ABC (UFABC), Brazil. He holds an MSc in Management Sciences and a PhD in Social Sciences from the University of Konstanz, Germany. He completed postdoctoral studies at the Institute of Urban and Regional Planning of the Technical University of Berlin. He is currently Full Professor of Public Policy at UFABC and coordinates, through the Postgraduate Programme in Public Policy (PGPP), the international master’s SPRING – Joint International MSc in Regional Development Planning and Management, jointly awarded with the Technical University of Dortmund, Germany. He is a researcher of the National Council for Scientific and Technological Development (CNPq) and has extensive experience in the fields of Political Science and Urban and Regional Planning. His research focuses on public governance, institutional analysis, intergovernmental relations, public policy networks, democracy and participation, as well as sustainable development.

Alejandro Tonatiuh Romero Contreras, Universidad Autónoma del Estado de México

BA in Ethnohistory from the National School of Anthropology and History (ENAH). MA and PhD in Social Anthropology from the Universidad Iberoamericana, Santa Fe Campus, Mexico. Postdoctoral fellowship at the Universidade de Santa Maria, Rio Grande do Sul, Brazil. He worked at the Centre for Rural Development of the Colegio de Postgraduados under the supervision of Dr Efraím Hernández Xolocotzi and Dr Tomás Martínez. He is currently a full-time professor at the Inter-American Institute of Water Technology and Sciences of the Universidad Autónoma del Estado de México (UAEMéx). His research areas and interests include Integrated Water Resources Management (IWRM), ethnobotany, the social history of water in the Upper Lerma, water governance and governability, domestic wells (norias), Mexican qanats, and community self-managed water systems (Water Committees). He is currently investigating the evolution of embankments and springs in the Upper Lerma, as well as the socio-hydric organisation and environmental impacts of the Lerma–Cutzamala–Mexico City water transfer system. He is the author and editor of seven books and more than forty scientific articles in national and international journals.
