BOOK REVIEW. Governance in Jalisco. Analytical perspectives on diverse facets of governance at the local level

Abstract
This volume, coordinated by Ismael Ortiz Barba and Mónica Montaño Reyes, offers an in-depth reflection on the concept and application of governance in Jalisco. It is not merely a presentation of the theoretical and practical elements of governance, but an analysis from different perspectives that emphasises the interactions among actors, the historical context, and the social and political conditions of each setting. In five chapters, the authors highlight the importance of citizen participation, institutional strengthening, and the need for structural reforms in public administration to achieve comprehensive governance that encompasses everything and everyone. Chapter one, “Governance in Guadalajara: the case of the Comprehensive Mobility Plan for the Southern Zone,” by Alberto Arellano, presents a critique of the institutionalisation of governance in Jalisco. While recognising its growth and consolidation in practice, the author notes an indiscriminate use of the concept of governance, without a solid theoretical foundation, which prevents its use as an analytical tool for improving government processes.
