Privacy Statement
Esfera Pública. Revista en Gobernanza y Sociedad reaffirms its commitment to the privacy and data protection of its authors, reviewers, readers, and collaborators. This privacy statement details how we collect, use, store, and protect personal information in accordance with institutional regulations and the standards required by indexing in scientific databases.
- Personal data collected
The journal may collect and process the following personal data, depending on the type of user and the relationship maintained with the journal:
Authors: name, surname, email address, institutional affiliation, country, ORCID identifier, curricular and academic information provided during the submission process, authorship information, academic contribution, funding, conflicts of interest and any other information necessary for the editorial management of the manuscript.
Reviewers: name, surname, email address, institutional affiliation, country, areas of expertise, ORCID identifier, academic information and background required for the selection, invitation and management of the peer-review process.
Readers and registered users: name, email address, username, encrypted password, notification preferences and data voluntarily provided to receive notices about new publications.
Editorial collaborators: name, email address, institutional affiliation, editorial role, academic information and any other information necessary for the management of editorial activities.
Technical browsing data: IP address, browser type, operating system, date and time of access, pages consulted and other technical data generated through the use of the editorial platform, for purposes of security, site administration and statistical analysis.
The journal does not ordinarily request sensitive personal data. If a user voluntarily provides sensitive information in files, biographical notes, communications or materials submitted to the journal, such information will be processed only for the corresponding editorial purposes and with the applicable confidentiality measures.
- Purposes of processing
The personal data collected will be used for the following primary purposes:
To manage user registration on the editorial platform.
To administer the process of submission, review, peer review, editing, correction, publication and preservation of manuscripts.
To communicate editorial decisions, correction requests, review invitations, publication notices and other messages related to the management of the journal.
To properly identify authors, reviewers, editors and collaborators.
To publish editorial metadata of accepted articles, including author name, institutional affiliation, country, ORCID, email address when applicable, biographical note, DOI, editorial dates, references and any other information necessary for the academic identification of the publication.
To guarantee the traceability, integrity, preservation and interoperability of published contents.
To comply with criteria related to evaluation, indexing, preservation, open access, editorial transparency and good scientific practices.
To maintain internal editorial records necessary for the operation of the journal.
To respond to requests, clarifications, complaints, appeals, corrections, retractions or communications related to the editorial process.
The data may also be used for the following secondary purposes:
To send notifications about new issues, published contents or editorial notices of the journal.
To generate internal statistics on use, consultation, manuscript reception, editorial times, peer review, downloads and general behaviour of the platform.
Users may request that their data not be used for secondary purposes by writing to the journal’s email address. Refusal to allow the use of data for secondary purposes will not affect the editorial management of manuscripts, reviews or already published contents.
- Publication of academic data and metadata
In the case of accepted and published articles, the journal will make public the academic data necessary for the identification, citation, indexing and preservation of the publication. These data may include authorship name, institutional affiliation, country, ORCID, email address when applicable, biographical note, article title, abstract, keywords, references, DOI, dates of reception, acceptance and publication, licence of use and other editorial metadata.
The publication of these data forms part of ordinary practices in scholarly communication, open access, citation, indexing, digital preservation and editorial transparency.
- Confidentiality in the editorial process
The journal protects the confidentiality of manuscripts undergoing evaluation. Submitted documents, reviews, editorial communications and data of authors and reviewers will be used exclusively for the corresponding editorial management.
Research articles and academic essays are evaluated through double-blind peer review. The journal will seek to preserve the anonymity of authors and reviewers during the review process, except in cases where the nature of the manuscript, the existence of previous public versions or information available in repositories, preprints or other media prevents absolute anonymity from being guaranteed.
Reviewers must treat the manuscripts they receive as confidential documents and may not share, cite, distribute or use the information contained in them before publication.
- Use of the editorial platform and technical data
The journal uses an editorial platform based on Open Journal Systems (OJS), developed by the Public Knowledge Project (PKP), to manage user registration, submissions, peer reviews, editorial communications and publication of contents.
The platform may generate technical records necessary for its operation, security, administration, maintenance and statistical analysis. These records may include access data, browsing data, session data, IP address and activity within the site.
The journal does not sell, rent or commercialise the personal data of its users.
- Transfers, processing by third parties and interoperability
The journal may share or make available certain data and editorial metadata when necessary to fulfil academic, editorial, technical, preservation, indexing or interoperability purposes.
Metadata of published articles may be shared with persistent identifier systems, indexing platforms, academic repositories, scientific databases, digital preservation services, bibliographic catalogues, academic aggregators and editorial interoperability systems.
The journal may use external services or tools necessary for editorial operation, preservation, indexing, communication, statistical analysis, originality checking or technical maintenance of the site. In such cases, data processing will be limited to the corresponding editorial and technical purposes.
LOCKSS and CLOCKSS mechanisms, enabled in the OJS platform, are used to support the digital preservation of published contents and editorial metadata. They should not be understood as general mechanisms for storing the personal data of registered users.
- Data retention
Personal data will be retained for as long as necessary to fulfil the editorial, academic, legal, administrative, statistical, preservation and indexing purposes of the journal.
Data associated with published articles may be retained permanently as part of the academic, bibliographic, editorial and digital preservation record of the journal.
Data of registered users, reviewers or readers may be retained while there is an active relationship with the journal or while such data are necessary to document editorial processes, address institutional responsibilities, preserve the traceability of reviews or comply with applicable obligations.
- Security and data protection
The journal adopts administrative, technical and organisational measures aimed at protecting personal data against damage, loss, alteration, destruction, unauthorised access, misuse or unauthorised disclosure.
Access to personal information is limited to editorial, technical or institutional personnel who require such information to perform functions related to the operation of the journal.
Although the journal applies reasonable security measures, no digital system can guarantee absolute protection against technical failures, cyberattacks or unauthorised access. If a relevant security incident is identified, the journal will take the necessary measures according to its technical and institutional capacities.
- Users’ rights
Personal data holders may exercise their rights of access, rectification, cancellation and objection regarding their personal data. They may also request the limitation of the use or disclosure of their data, as well as revoke the consent granted for purposes that are not necessary for their editorial or academic relationship with the journal.
To exercise these rights, the interested person must send a request to esferapublica@elcolegiodejalisco.edu.mx, indicating full name, contact information, the right they wish to exercise and a clear description of the request.
When necessary, the journal may request additional information to verify the identity of the applicant or to clarify the scope of the request.
- Applicable limitations
The cancellation, modification or objection to the processing of data may be limited when the data form part of editorial records, peer reviews, publication processes, metadata of published articles, institutional obligations, preservation records, academic indexing or documentation necessary to guarantee the integrity, traceability and transparency of scholarly publication.
In the case of already published articles, the removal of authorship data, affiliation, DOI, editorial dates, references, licence and other essential metadata may not be appropriate when it affects the identification, citation, preservation or integrity of the published academic record.
- Changes to this privacy notice
The journal may update this privacy notice when required by legal, technical, editorial, institutional or administrative changes.
